The facility was established by the French colonial administration between 1930 and 1931 to imprison and exile patriots and communist party members who received heavy sentences, primarily from the provinces of Central Vietnam. The site holds exceptional value in revolutionary history. It once held many revolutionary fighters; in late 1940, the first Party Cell of Dak Lak Province was established here, becoming a vital nucleus for the local revolutionary movement.
